Where Does a City's Water Come From?
A city's water supply is a portfolio of sources with different risks, not a reservoir. Runoff has fallen faster than rainfall in the south west, because a dry catchment soaks up a big rainfall and yields almost nothing. Why storage is sized against variability rather than demand, and why a litre not used is cheaper than a litre produced.
